You can get the strapless pink gowns from the designer gallery opening event or the shop for a formal dress event (which you should have unlocked if you've unlocked the valentine formal event). I think you have a better shot at getting the dress from the latter event.

Yes, I did unlock the Shop for a Formal Dress event. I guess I'll try that one next. I'm annoyed at the fact I spent a ton of energy on this one lame event and all I received in turn were ugly shoes that I didn't even need.
ETA: After 3 tries, I finally got the dress. Sweet! I managed to get an extra 2 just in case...

You can sell your ugly shoes. Unlike Plato's Closet, the SL Closet will always buy them (albeit for half of what they're worth).

My friend requests had died out to about 1-2 a day, and then, all of a sudden, I'm back up to 20+ a day. I just ignore them all now, since I'm over 1000, but it's really fricken annoying.
