Perception depends on alot of things.
I mean, someone could have gone to a school where Kappa was the smallest chapter at the time, so they may perceive Kappa as weaker.
Someone else may have gone to a school where Phi Sig was the biggest and best and won all of the major awards, so their perception is going to be different.
Or some people live in an area overrun with Kappa chapters and perceive their national strength differently. Same with Phi Sig. If you're in an area that has a high concentration of Phi Sig chapters, you may perceive them as stronger than Kappa.
My point being is that the perceptions of others are all based on different things so it's impossible to get a really uniform answer as to how a sorority is perceived across the country.
