Exactly what I was thinking.

If it was their choice to join, why would they make such a decision if they don't want to play by the rules?

And as long as they're part of Panhellenic, whether they chose to be or not, they should experience the same penalties that any of the NPCs would for an infraction. If you're governed by one council, you all have to abide by the rules that have been decided and voted upon by the members of that council. And as has been said, if those rules aren't clear, be sure to establish new ones.
