Alot of schools work like this.
It's not a guarantee.
I think the technical term is "generally assured bidding."
What it means is that if you attend a full schedule of pref parties and rank them all (maximize your options), you will receive a bid to one of them. It may not be your #1 choice, but you'll get one.
