UW has an upperclassman quota, which means that juniors and seniors are considered separately from freshman and sophomores. This helps ensure that upperclassman are treated on a more equal basis. I tell you this to ease a bit of your nervousness.
As for your questions - DO NOT send them a letter! That would be weird and make you stand out in a bad way. Unless you are getting recommendations, in which case your rec writers can mention this in their letters/forms. Should it come up in conversation when you are in Recruitment, it's fine to tell the members that you're a junior but you have more than 2 years left. I wouldn't completely go out of your way to mention it, but bringing it up casually is fine.
Also, I would caution you to edit your original post. You reveal a lot of personal information that can identify you, which isn't always a good thing. Especially if your user name is your real name.
