Or, I think what Johnny was trying to say is that the sororities who are doing informal rush usually are the ones who don't make quota/are perennially under total anyway - so if they didn't give her a bid then she doesn't have a snowball's chance in hell.

But your interpretation can be the right one too - without knowing the particulars of the OP's school it's hard to say.
