I thought Louisiana and another state were turning down the funds also?

Well technically Alaska is the only state that turned it down for energy usage.

Other states have turned stimulus money for other uses

South Carolina has also turned down the funds because our governor wants to use the money to balance our budget. Our state legislature has approved the use of the money for its original intent and our governor is now suing them in a federal court.
