I thought you said there was one local. Do you mean there is one that participates in formal recruitment with the NPCs and others that don't? That would explain the alcoholic drinks at recruitment...

I'm rather curious why a local with low numbers would participate in formal recruitment at a school with such a large NPC presence rather than do COB or whatever the larger locals do to recruit.
