KSUViolet is 100% correct- if you need verification and your Pan won't show you the Green Book, call NPC. Simply verify with the office that this is the rule, take the person's name and tell your campus Panhellenic. Then bid the woman. Win-Win.

This is more common that you think and as was said, unless your sorority has a rule on this, you should be fine...

I am aware of at least one College Panhellenic who implemented a fine if you later pledged someone that you had dropped during Formal Recruitment but they were having extreme difficulties with dirty rushing where chapters would tell a member "We'll drop you, you drop out of recruitment and we'll give you a bid in COB" and then would actually follow through with that. It skewed quota and was pretty ridiculous. However, rules like that are the exception and not the rule, for sure.

I'm sorry, maybe I'm a little dense...but what would be the point of doing that?

Telling girls to drop out and picking them up during COB means you don't have to compete with other chapters for them. You also can fill quota AND pick up quite a few new girls after recruitment. So you can also get more girls that way. But it's not the fairest way to do things.
