Really? Are you really asking if "it's true" that any one action/inaction is always indicative of the same intent, across an entire gender?
Are you really in college? And where did you get this information? Is it from the movie "He's just not into you" or whatever it's called?
If you are going to give out your number, and can't handle waiting an entire day or week or whatever, ask the dude if he actually plans to call you. Otherwise, just forget about it. If it happens, it happens. If not, then I guess "he wasn't that into you".
