TrojanGirl - Hootie is on the right track. There is such a thing as an 'expansion rush' where nationals will come in and often do hardcore recruiting after rush to pick up girls. It's like recolonizing only the old girls get to stay on.
Nowadays, the only places I have seen instant recolonizations happening is at big Greek schools. Basically where the sorority is afraid to go off the campus out of fear a new group will come in and take their spot (sort of a musical chairs analogy). When you lose a foothold at a school like that (not to mention the tons o' members) it is very very hard to get back in the door.
The Tri-Deltas at U of North Dakota were told their charter was being revoked, they fought it, and won....so it does happen. If you check the DDD forum I think one of them posted here a couple times.
