You do not mention your Soroity or school so I cant speak from knowledge.
We were told the only reason were at a National Assembly was to lose our Charter
It was not from low numbers but some of the stupidity that happened! I got wind of it and did some calling and our President at the time made a heck of a presentation to the committe! It was then put to a vote before the total meeting! The Charter was Saved for now!
Find the problem, take care of it and proceed!
Basically, from one of our ELC's that ran the meeting when I was at the last Regional if the Brothers do not want to act, GTFO!

A recolonization might be needed or your National should or could come to your campus and put on a rush for new members!
