The key comment you made was that none of the members really want to rush. Do they want to be in a good fraternity? That is, if they had the chance to join a good fraternity would they do it, or are they happy being part of what you describe?
Here's an answer. Forget the conventional methods. Pick one man who wants the fraternity to be better and make him the rush god. Don't bring it up for a vote; just do it. A handful of good men must take over the chapter, let the ones leave who want to and organize the ones who remain.
Rush and pledge, rush and pledge constantly. If you have to have pledge classes, have two, three per semseter, staggered. Initiate as many as you can, quickly. Participate in exciting, fun activities like sports and inter-fraternity philanthropies.
Yes, it's true that there is danger in fast growth. But its also true that all wanted qualities follow quantity. Pledge quality as much as you can, but understand that quality will improve as size and overall strength increases.
There are no quality fraternities that are not size-competitive.
Don't worry about having 20 guys. Get one man who will rush like a demon and ask rushees to join HIM. In the short run you may pledge 10 and lose 5 existing memebrs who don't want to be in a competitive fraternity. But if you persist you will be successful.

thats what they taught us in rush school. Quantity drives quality.

Go talk to the campus leaders, the student government, pre-med/pre-dent presidents, people like that....If can convince guys like that to join you, then not only are you improving the current conditions of your chapter, you are also nearly guaranteeing perutual success.
