I don't think I'm being hard. Just pointing something out, as it is sometimes assumed that a chapter which missed quota or is under total is "easier" to get into. Again, that's not what she said, I was just putting it out there for informational purposes.

It's also assumed that any group who is under is going to COB. I know that UMD has fall informal and spring formal recruitment. So it may be the case that chapters who are under might wait until then to to fill openings, especially if they are close.
