I know that Tufts is different with guaranteed placement of PNMs but don't the NPC Unanimous Agreements prohibit punishment of chapters by restricting participation in recruitment or pledging to total?

I thought that, too. No matter what, a sorority cannot be punished by not being allowing to participate in formal recruitment. They can be kept from informal, but not formal - but I don't have a Green Book with me. Anyone?

I have always thought that the rule was that a sorority couldn't be punished by being forbidden to participate in ANY form of recruitment (formal or COB).

Maybe there is more to it than what has been advertised. I doubt very seriously that Alpha Phi HQ wouldn't jump in there if they were being treated unfairly.

Hmm...I'm sitting here with my Green Book (2005) right now, and it doesn't outright say that you can't forbid a chapter to recruit. There are various clauses that say that probation or infraction can't be punished in a way which would negatively affect a chapters quota or total. (It's under the Penalties section of the Judiciary section of Unanimous Agreements).
Of course, I'm quite new to the Green Book, having only received my copy from Panhellenic in December. Where's PenguinTrax?

You are correct. Any penalty from a judicial hearing can not affect the chapter's ability to take quota to total so I am not sure what is happening in this case. NPC is also recommending that mediation be the first attempt in resolving campus issues.
The MOI was updated in Jan 2008 with changes to three important sections. You can buy the updated one for only $25 at www.npcwomen.org

One thing I have noticed is that despite what the unanimous agreements are, school administrations can enforce their own rules.

Elon - Quota was 36, I think all groups mad quota, many groups took quota additions. Rumor has it that the only PNMs that were not matched were those who ISP'd.

They prohibit using this as punishment for a rush infraction.

A sorority can be prevented from participating in formal rush if Panhellenic votes to do so, since it is a Panhellenically run event; however, they cannot prevent them from informally recruiting.

Phi Mu recruited it's first Phi Class for the colony at Elmhurst College. They have pledged to above chapter total of 65, but I do not have the exact number.
