My school actually didn't have girls rank chapters like this until AFTER I graduated. So I could be wrong in my description.
When I was active, the PNMs didn't rank until after Preference (when they had to turn in their final cards).

Oh ok, must just be a difference in how different schools do rankings. I've never heard of ranking more #1s than the max number of parties for the next round.
