PNMs who get a bid and sign a bid card are bound to that for one year, and they cannot participate in recruitment the following semester.

Because you didn't get a bid, you can participate in recruitment in the Spring. The fact that you SIP-ed does not affect your eligibility.

If you still don't believe me, check with your campus' Greek Life advisor.

or if you meant you were transferring, yes you can rush at the campus you transfer to. You can rush at any campus in the US or Canada with a Greek system.
