Opie, you have friends and Brothers here who can offer good advice.
You say you want to be a flagship chapter - that's great!
The truth is there's only one path that leads to that dominant chapter status. It is a combination of external and internal criteria. The internal criteria include your Ingress program and other programs that strengthen the smooth operation of the chapter. But any fraternity can build those internal programs. The external criteria are the things that define your chapter in the eyes of rivals, rushees, sororities,
administrators...everyone on the outside.
The FIRST step toward establishing yourself as a Flagship chapter is to take on the appearance of other Flagship chapters. If you go to the National Convention, you'll see that the Flagship chapters are all dominant in rush, in sports, in campus leadership and power. It's a pretty simply formula; it's not easy to do, but it is simple.
The big advantage to focusing your chapter on these goals is that WINNING is the best an fastest way to focus the attention of the Brothers and bind them in a spirit of fraternalism. Remember: good chapters run on momentum and morale. Truth is, you can have a great "Ingress" program in a dorky chapter as well as a Flagship chapter.
Winning tends to solve all problems. It encourages the chapter members to behave and not be drunken louts and to treat the new pledges as valuable assets. A chapter that acquires prominence, power and prestige can still fall apart from poor management, but so can a dorky chapter. Only the Flagship chapters emphasize winning.

Now...there is a formula, a pathway for you to follow but it will be specific to the campus. I don't know where you go to school. The strength of the fraternity system is important. The specific campus culture is important.
