Obviously Frannie would be starting a local, I just thought it was lame and it went to show how lame the ZBZ's were in general that they were willing to ditch their house and their letters to "follow" Frannie into the unknown. What's stupid is just the episode before the girls were complaining about needing to be the "top house", hello as if a new "local" sorority would be labeled the "top house" even if it were started by Frannie.
