They're not calling it. He's citing
fivethirtyeight.com, which compiles and weights polls and demographic data to make statistical projections about the probablity of various outcomes. It currently shows that, based on polls and other data, the statistical probablity that John McCain can gain a majority in the Electoral College at 1.1%
