Why is the accident his fault? Did the car didn't have to stop. If puke got on the car they could've sent it through the car wash.

Um, I don't think the woman stopped because some puke might have landed on her car and she just wanted to check out the situation. She was probably startled and/or it landed on her windshield. I'm pretty sure I would have jumped a little, too. Would I have stopped completely? I don't know. I've never been in that situation. Either way, I don't think the woman said to herself, "Well, there's milky puke falling from that bridge. I think I'll stop and cause an accident."

Not necessarily, if it hit the windshield on the driver's side.

But talk about a ridiculously short (and short on details) article.

yeah, I first saw it on the news on my cell phone... I did a google to find the article to post, but all of the articles posted about it were about the same length.

He caused a hazardous driving condition.

I once knew a guy who got fined by a cop for spitting off a freeway overpass.

He definitely caused a hazardous driving situation. There are a huge number of motorcycles (and mopeds) out on the road these days, more than normal because of the increased cost of fuel. Milk vomit to a motorcyclist could mean serious personal injury, whether because it hits them or because they run over what is in the road.

As a motorcyclist I expect to have to be hypervigilant about everything, and I take personal responsibility for driving defensively. But idiots throwing anything off an overpass is not something I usually look out for (although I try to watch pedestrians on bridges if I notice them) and it's not even marginally funny.

ANY non-clear liquid hitting a windshield is going to obstruct your view - which is a definite problem.
