As 33girl said, registration fees offset the cost of conducting formal recruitment such as: printing recruitment booklets and other printed materials; recruitment software; creating/maintaining a Panhellenic website with recruitment info and registration forms; t-shirts for PNMs (often used for Philanthropy rounds); t-shirts, housing and/or feeding disaffiliated members during recruitment (Rho Chi's, Judiciary Board, Panhellenic Exec); etc.
