I'm thinking its a matter of the (huge) size of the chapters and the fire restrictions on the number of people allowed in the houses and this is a way of keeping the number of PNMs at each house plus the number of actives under the restrictions.

Then they should simply add more parties per round. Give the PNM's 1 or more "off" parties, which gives them a bit of a break and keeps the size of the parties down. But they shouldn't limit the number of women who participate.
