You're budget is limited, and while you couldn't get many, you could get a few of those little plastic signs to stick in the ground, place them strategically on campus and around the entrances of dorms. Also you could do door hangtags and hang them on doors, or go in the resident parking at night and place flyers on the vehicles.
You weren't very detailed, but it looks as if you were trying to find like a little freebie to give each person, but at a budget of .14 a person, thats quite impossible really.
I mean just go with whats worked in the past, different things work at different campuses.
