If they handled their biz properly she shouldn't have to ask. Before sleeping with someone and beginning a potential relationship you should know your partners wants, needs, etc...
It should be apparent, through conversation, that she is having financial troubles and if the man is willing, he should then offer. If he doesn't offer or give a valid reasoning for why not, then this man probably isn't one that you should be accepting favors from.
