Or there's so much out there constantly that it's really hard to tell what will materialize into a real threat. That may be what you meant by not listening to the right people, but I wasn't sure.
I think it's really hard to tell who is crying wolf, who simply wants to seem like a player but is actually a wannabe (some of the Americans arrested in terrorists plots since 9-11 might be in this group), what's just crazy ranting, and what's really going to go down. I'm kind of amazed we ever have good intelligence.
