I don't know that chapter total alone would help. My campus had chapter total (only 3 out of the 5 sororities were at total). Part of the problem on my campus was January rush, when freshmen had picked up on the stereotypes, and also when quota was determined. My campus, for unfathomable reasons, set quota on the number of girls attending 2nd night invitations. Enough girls dropped out afterwards that it was impossible for all sororities to make quota. Finally, having a small campus with a high rate of Greek membership limits the COB possibilities, especially since we would have a separate upperclass rush with quota.
It's a tough situation.
