This was in Connecticut. I'd just moved to CT, so I wasn't just changing my name - I was doing an out-of-state conversion and registering my car. I had to wait a while, but they checked my marriage certificate, gave me an eye test, took my picture, took my MA license and registration, and handed me a new CT license, registration, and plates on the spot.
