Late to this, but responding. Yes, there is a
city ordinance in place in Iowa City that allows adults 19 and over into bars, regardless of time of day. 18 and under can be in until 10pm.
It is a highly debated topic in the area and a motion to move it to 21 was voted down earlier this year. It is ridiculously easy to get a drink in an Iowa City bar if you're under 21. Granted, if you get caught, you will pay the fines, and some debate that's why the ordinance has stayed in place - it's a moneymaker for the city.
