I don't know that there is a "real" answer to the question - ???
Why do sororities have rules? Which rules is he talking about? Are they indeed sorority rules, or just a perception he and his friends have? Maybe the girls seem prudish simply because they are not interested in him/his friend? I don't know - just saying . . .
