If the NFL couldn't deal with him and the CFL didn't want him...I can't see with all the shake up that has been going on to clean up the NFL's image why the NFL is letting him come back....

The NFL is first, and foremost a business. Roger Goodell, for all the NFL's pious bluster and propaganda, is about keeping 32 businesses in 32 American cities (while also growing international interest) thriving.
What's happening in Miami is bad for business, directly for Miami and indirectly for the other 31 businesses. 0-9 is worse than the miscreant behavior of Williams' past with the sticky wicky. Why else would Goodell make this call? As long as Ricky W. has talent, Miami will look the other way.
This is why the pro leagues can miss me with all their above-it-all bleating when an athlete goes foul.... if they can use him, they will, until the moment he is no longer useful. Then they'll discard him. That's why I have no issue with players signing for as much as their talent will allow them to sign for.
It's only a game to fans. For the teams and players, it's bidness.
