If you don't want it heavily personalized, here's what I'd do.

Go to your college store, Greek store, or www.lifeatcollege.com.

Purchase big greek letters Gamma, Phi, and Beta. (Maybe the 1.5 or 2 inch sizes)
Then purchase the LilSis and BigSis emblems.
Then get the letters for your first names. (.5 inch)
You might also want to get the chapter's letters, but make sure they are smaller than Gamma Phi Beta but bigger than your names.
Fall '07 might also be appropriate.

Spray paint the paddle a soft, light shade of pink. You can get spray paint from home depot -- my Family Dollar across the street also sells it. You'll need several coats.

Spray paint all the letters another color -- I suggest a darker shade of pink for a really girly paddle -- you may opt for gold or another color.

When everything is dry, carefully stick the letters on the paddle in the arrangement you want.

On the pack, you might want to decoupage -- cut and paste -- a lot of pictures of the two of you, like a collage. You also might want to use images of her favorite things.

Or you might want to take a paint pen and write a message to her.

If you decoupage, carefully cut everything out and decide where you want to place it FIRST, before you add the glue!

I personally use rubber cement to glue everything down, but you could also use elmer's glue if you brush it on. Anything that dries clear.

Once your project is done coat it liberally with a clear spray finish. That way it will protect the paint job, protect the decoupage, and give it a nice gloss.

That's one way you could do it, at least. :-)
