I think that you should talk to the flasher sister first. Find out what she has to say. I think that you should not report it because you didn't see it. Maybe the sister who told you should talk to standards. She might not have much credibility since she was drunk also.
We had a problem with a pledge getting really drunk and out of control, no nudity involved. Since I saw it, our Executive Board talked to her. The problem was resolved immediately. From that point on, pledging was dry.
