If he really wants to join your chapter and a spot is available for him to do so next semester then let him pledge next semester.

It was his choice to speed and he got caught. Let him pay his own $400 and maybe next time he'll think about the consequences before choosing to speed.

You should not pay for his ticket. You should be his friend, regardless of whether or not you are members of the same fraternity.

There are larger problems than not being able to afford fraternity dues. For example, what kind of behavior caused the pledge to get a $400 ticket to begin with? He should take some time away from Greek Life to better prioritize his life, or he might find himself with a revoked driver's license or in the hospital due to his reckless driving.

ETA: And why would you want such an irresponsible person representing your letters? That is a really substantial amount of money for a speeding ticket. You don't get a $400 ticket for a simple moving violation. That event may have occurred outside of the fraternity, but it still becomes a fraternity issue and cause to be called to standards as a reminder to watch your conduct.

Actually, you do get a $400 ticket for a simple moving violation in several states.
