No need. There are rules that don't require speculation or debate.
If some orgs do NOT have local orgs in their dual membership policies, it isn't against the rules. Cut and dry.

So to sum it all up:
Local org and NIC/NPC/NPHC org: Depends on the orgs involved. Check with the respective orgs' membership policies.

I love it when people say fake things like " I love it when there's..." when it was quite obvious that didn't occur. It just makes you look smarmy and does NOT actually make you look like the intellectual or emotional superior you try to be.
