I'm not sure if your first word was supposed to be "unintentionally" or just "intentionally"...can you clarify?

What about how the state laws have it defined? Some (maybe all?) have the law written to say that consent does not automatically exclude the event from a hazing definition.

Consent makes no difference. If the law says it's hazing -- it's hazing.
