Maybe there isn't a vote because these are reactivations of the chapter and not a new charter.

Hello,
I believe that is something that they changed at Grand Chapter in June in San Jose. I believe it is now up to either the Executive Committee or the NCDC or both.

Sigma Chi Returns to the University of Arizona
10/12/2007
The Sigma Chi Fraternity is rejoining the Greek system at the University of Arizona-Tucson. Eric Bolt, California-Irvine 2006, associate director of expansion, and Matt Micksin, Arizona State 2006, successfully implemented a new chapter initiative from Aug. 20 through Sept. 1, 2007. The program involved on site recruitment of more then 30 men who embody the Fraternity's standards.
Sigma Chi's vision is to be the preeminent collegiate leadership development organization at Arizona-Tucson, focused on developing values-based leaders who are committed to the betterment of character, campus and community. The Fraternity seeks men dedicated to establish their chapter with a strong foundation for the future. We are proud to report that the men who were recruited weeks ago are preparing for the colony petitioning process.

You might want to try some of the alumni chapters in the area or New Jersey undergraduate chapters. Unfortunately, it looks like the Rutgers University website is inactive. However, here are a few links that might help.

According to the newsletter sent out by the Grand Consul, Bob Jones, HQ is looking into the following expansions:
Officially expanding at New Mexico State University, Syracuse, and West Florida. These groups would be new charters.
Plans to re-charter at Arizona (currently in works, see TSteven's post), Rhode Island, and Texas.
HQ is looking at/would like to re-charter Maryland, Gettysburg, Michigan, and Davidson.

At one time it was reported that Sigma Chi was talking to TX State about bringing back Theta Tau - any progress? (y'all have 12 years before my son the legacy will be there, so no hurry . . . )
