The OP's question was about being "invited" to pref. She said nothing about "attending" pref. So I think we all can honestly say that simply being "invited" guarantees nothing.
One's attendance may be something else altogether.

Okay, let me clarify

Does anyone know if a Chi Omega legacy who actually attends a Chi Omega preference party should expect a bid?

From the sounds of the question it sounds like a "personal" (like it has happened to your or a family member) issue. With that in mind, I would advise what NutBrnHair said and call Chi Omega's HQ.
