You will not be able to start a NIC Fraternity there for many reasons.

1 To far away to control.
2 To costly to aid in running.
3 To many schools available still in the US.

Tom, he didn't say he wants to start a chapter of an NIC fraternity; he simply said he wanted to start a fraternity. Sounds to me like he wants to found a new fraternity, something I believe you have some experience with.

That's not true. My fraternity has a chapter in Europe. But again, that's not what the Original Poster asked.

YOU said NIC Fraternity. MY fraternity is an NIC fraternity (and of course is a social fraternity) that has a chapter in Europe.

You must not know that Alpha Phi Alpha is a member of the NIC. You must also not know that I am a member of Alpha Phi Alpha, which has a chapter in Europe, and has specifically chartered in the UK and Germany.

Therefore, your original statement that he would not be able to charter an NIC fraternity in Europe is still incorrect.

It may not be Europe, but for what it is worth, Sigma Chi Fraternity has an interest group at the University of Melbourne in Melbourne, Australia.
