Is it normal at either school for 2nd years to live on campus? Every school is different, but some are more commuter than others. It would suck to go to the smaller school only to realize realtively few people stay on campus.
Besides the possiblity of going greek, what other organizations or activities would interest you at either school? It seems like you really would prefer the bigger school but don't want to be lost in the crowd. You have a completely valid concern but I think you should focus on the bigger picture. Not just education, not just social. Which school can help you "grow"?
