I am taking a guess at this.....could it be Jaheim?
He's a young R&B singer (from New Jersey) who has often been compared to Teddy Pendergrass, who I think
is from Phila. (in re of :neck of the woods). I don't know if he has a 2nd album due out yet though since they just released the latest single (can't recall the name) but it's with Next.
