We had a girl in our chapter that went through formal rush and pledged another house. It wasn't the right one for her... but met someone at our house and was invited over to hang out. She went to alot of our events, participated in anything she could. They initiated her the next year. Everything was by the rules and she got to know everyone for a year before she officially joined. Now she's an active member of the house
