Well apparently it's very slightly alcoholic... though I can't imagine where I learned that. I always imagined like a butterscotch-ish flavor.. but not as sweet.

From the fact that it's extremely strong for house elves I imagine :P People have made various versions of it online. The easiest reproduction of it is cream soda with buttershots schnapps.
Also I've had chocolate frogs Cadbury's started making them. Sadly, they don't jump.

As a matter of fact, yes they did I didn't keep mine though. Um, go check out Goblet and see if it's mentioned in there, because that's when Winky starts getting sloshed on Butterbeer.
