No, no. You've misunderstood. The elephants aren't on the highway. They're between the highway. They help keep the medians looking nice. You see, their weight helps pack down the grass, so the government saves money on median maintenance.
I can see how you got confused, though. No biggie - you'll learn it all eventually!

The only problem with that is 277 is essentially a bridge over uptown.
