Billy, not really sure about waht you said and why?
Isn't is true that those in leadership positions are the ones who lead over all?
Granted, there are Officerships and those who run them and some who hopefully are designated to run for certain campus wide leadership jobs?
Uaually they are the higher Officers are they not?
