There's list (somewhat cobwebby) on this forum with a list of sisters who bid online for badges and "rescue" them. Officially, IHQ does not want us to bid on badges because it drives up the price and also makes it lucrative for people who seek to sell them.
That being said... I bid. All the time. And I return them to IHQ along with a note. You could rescue a badge and then when you find your own, return the rescued badge to IHQ.
