That's a question you'd ask the fraternity he was rushing, not us.

Each organization has their own requirements regarding enrollment and matriculation.

And some schools have different rules/regulations regarding Greek life and recruitment. IE, on my campus, Freshman can't rush until Spring Semester. [I think that's a common idea among a lot of other schools.] A friend of mine who goes to a different school is in a sorority and they do formal recruitment the first week of school.
