Ideas:
- A worn-out bathrobe. Or, wear an apron over your dress.
- When you put the hair curlers in, make it sloppy - hair ends sticking out, etc.
- A bright green or blue face masque - or, at least, no makeup. (Edit: Or, badly applied makeup - bright blue eyeshadow that looks like you put it on with a paint roller, bright red smudged lipstick, etc.)

This op-ed was in yesterday's NY Times:
Halloween on Heels
The author complains that most of the Halloween costumes she could find for adult women were "sexy" this and "sexy" that - very skimpy outfits. "Since when did Halloween costumes become marital aids?"
I'm glad I was able to find a costume that is sexy while being relatively modest... I don't want my boobs hanging out, and I want to be able to bend over without, uh, revealing anything.

Since I'm a poor law student who doesn't have much money to shop...I decided to shop around in my own closet and see what I could come up with.
So I'm going as Punky Brewster.
I have a pair of jeans with lots of holes in them (some of which will have to be patched so I don't offend) and a grey sweatshirt I've been dying to cut up. I'll probably wear a yellow 3/4 length shirt underneath it. I have multiple bandanas and some colored socks. And I probably wear 1 converse low top and 1 bowling shoe. One of my friends is letting me borrow a stuffed golden retriever. Now all I need to buy is some yellow dingle-ball ponytail holders and I'm set to go. Total costume price--$1.50 (for the ponytail holders).

I will likely just recycle a previous costume, but if not I have something in the works.
I was going to buy white fake fur and make a onesie with a hood and ears, giant zipper, and wear it over black pants and a black long sleeved shirt. Then I'd be:
Some of my other friends are dressing as other characters, and I'd be sure to place in the work costume contest.
