About having to take transfers, you don't. If I were to transfer to another school and wanted to affiliate with a Chi Omega chapter there, that chapter would vote to have me join their chapter. If I was not a "high quality" person, they would not have to accept me into their chapter. On the other hand, say that chapter wasn't one I fit in with, I would not have to affiliate with them.
