Another cheap idea is Christmas ornaments...if you can find the right place. There is a cool store here in Knoxville, that has the cutest and coolest ornaments, for like 3 bucks a piece.
I have a similar dilemma...I have a ton of people to buy for at work, but I really do like them and hang out with most outside of work.
Cookies are a great idea, like in little pots or gift bags. Candles are kind of expensive, the ones that are worth buying. In expensive I mean over 7 bucks...lol...for people you dont even like...stationary is too...the stuff that looks cool.
If there were a few people you were close to, or even your boss, I would sugest buying something for them, within your budget. For everyone else I would go for something home-made like cookies. Oh yeah, I dont know if you have a Kohl's there...but they are having a 70% off all picture frames right now
